Information about Ukrainian educational system and its advantages

In Ukraine as well as in all developed countries higher education is considered to be one of the most treasured values of human kind. Ukrainian educational system, regarded as one of the most prestigious in the world, enjoys an ages-long history and has its origins in the national traditions. From the past times Ukraine has inherited a well-developed and multifunctional system of higher education. Its framework is versatile and meets the present-day requirements placed on it by all the leading countries of the world. It is recognized by UNESCO, the United Nations Organization and many other influential international institutions.

The system of higher education in Ukraine is based on new legislative and methodological principles. This approach ensures a high quality of training and enhances the graduates’ professional and academic versatility.It also fosters further transparency promoting democratic principles in youth instruction and secures Ukraine’s integration into the world community.

Institutions of higher learning in Ukraine are all under the jurisdiction of federal and municipal bodies of power. Having at their disposal all the necessary facilities (scientific and methodological) they are expected to provide higher education. Higher education is subdivided into 2 levels: basic and complete higher education. It also incorporates post-graduate and doctorate programmes.

The Law on Education provides for a status of institutions of higher learning. According to it 4 levels of accreditation are introduced:

• 1st Level - technical schools and the like (based on an 8-year secondary education
• 2nd Level – technical schools and colleges (based on secondary education);
• 3rd – 4th Level – universities, academies, institutes, conservatoriums.

Diplomas are issued in accordance with the level of accreditation corresponding to qualification (level of professionalism): Junior Specialist, Bachelor, Specialist and Master.

Junior Specialist (1^st Level) - as specified in the diploma received upon completion of a 3-year training (based on an 8-year secondary education).

Bachelor (2-nd Level) - as specified in the diploma received upon completion of a 4-year professional training in economics, sciences, construction, culture and arts (based on a full secondary education).

Specialist (3-rd and 4-th level) - as specified in the diploma received upon completion of a 1-year professional training in economics, sciences, construction, culture and arts (based on a bachelor’s degree).

Master (4-th level) - as specified in the diploma received upon completion of a 1-year innovative training that fosters generating new ideas and ensures high level of fulfillment of professional tasks in economics, sciences, construction, culture and arts (based on a bachelor and specialist’s degrees). The distinctive feature of this type of training lies in the fact that graduates are eligible to engage in teaching and research activities.

On conformity of diplomas and certificates of secondary education

In 2000 the Ukrainian government ratified the Convention On Recognizing Higher Education Qualifications in the European region (April 11, 1997, Lisbon). Thus, the state system of higher education certificates is regulated by the above-mentioned document and also the recommendations of the second session of the Lisbon Convention Committee on recognition (June,6, 1997, Riga) of which Ukraine is a member.

The majority of bilateral intergovernmental treaties on mutual recognition and uniformity of education certificates and scientific degrees state it is abundantly clear that the conformity is guaranteed mainly to certificates that are officially approved by the government.
Therefore, the process of mutual recognition of educational qualifications in Ukraine has been brought in compliance with the identical qualifications in 14 countries, including the following: the Republic of Estonia, the Republic of Uzbekistan, the Republic of Belarus, Hungary, the People’s Republic of China, Romania, the Republic of Slovakia, the Republic of Azerbaijan, the Russian Federation, the Republic of Armenia, the Republic of Bulgaria, the Republic of Moldova, Turkmenistan, the Republic of Kazakhstan.

The procedure of recognizing educational qualifications is carried out by the Ministry of Education of Ukraine and more specifically by the Department of Licenses and Accreditation where certificates to be recognized are submitted by applicants or their trustees. All documents to be recognized are accepted for consideration on the condition of their authentication by the Ministry of Foreign Affairs of Ukraine. Their copies should be notarially authenticated and translated into Ukrainian.
Applications for recognition are considered individually and within a period of no more than 4 months from the moment of obtaining all the necessary information.
